Intelligent Mail Integration

The United States Postal Service® (USPS®) has issued the guidelines for submitting postage statements during the implementation period for Intelligent Mail® (IM) and during the period between the implementation of the IM prices on November 29 and the new rates (for non-market dominant mail classes) that become effective on January 4, 2010.
The latest PostalOne! release, which was effective on November 15, provides software to support the new IM Full-Service prices. These new prices don’t become effective, however, until November 29, 2009. What this means is that the postage statements generated between November 15 and November 29 using Full-Service electronic documentation (Mail.dat and/or Mail.XML) or Postal Wizard will contain a line for the Full-Service prices. However, during this interim period from November 15 through November 28, the price cells for this line will be set to zero (0).

Once the IM prices become effective on November 29, the postage statements generated using IM Full-Service electronic documentation or Postal Wizard will have the Full-Service price cells populated with the appropriate IM prices.

For mailers doing plant verified drop shipment mailings, there are accommodations to allow for submission
of electronic documentation prior to November 29 for mailings that will occur on or after November 29.
Plant-Verified Drop Shipment (PVDS) Mailings between November 15 and November 29, 2009:
 - Mailers submitting Full-Service PVDS mailings on or after November 29 can submit the electronic
documentation for those mailings after November 15 in non-ready to pay status.
 - Mailers can only send electronic ready to pay status for Full-Service PVDS mailings on or
   after November 29.

For mailers not submitting Full-Service mailings, the USPS has issued the following guidelines regarding which postage statements may be used:
 - PS Forms 3602-R and 3602-N: The July 19, 2009 versions may be used until January 4, 2010 when
the November 29, 2009 versions must be used.
 - For all other postage statements, the May 11, 2009 versions may be used until January 4, 2010 when
the November 29, 2009 versions must be used.
 - Authorized Manifest Mailing System mailers will follow the same schedule.

The current postage statements, along with the new postage statements for both November 29 and for
January 4, 2010 are available on the USPS web site.
If you use Window Book’s software to generate postage statements, the new releases with the November 29 postage statements were posted on November 18, 2009.
